Deborah S.M. Verley is a partner is the Miami office of Quintairos, Prieto, Wood & Boyer, P.A. Ms. Verley has extensive knowledge and experience in all phases of design and construction and focuses her practice in the representation of architects, engineers and surveyors in construction defect cases in both state and federal court and through arbitration. Her practice involves complex civil litigation in the areas of construction law design professional liability; insurance defense, and includes construction pre-claims, contract drafting and negotiations, and settlement negotiations.
Prior to joining QPWB, Ms. Verley was a partner with a construction litigation boutique law firm in Coral Gables, Florida where she worked extensively representing architects, engineers, and developers on issues ranging from contract disputes, multi-party construction defect disputes, and personal injury cases. Previously, she was an assistant school board attorney with the Miami Dade County School Board. She represented the school board in administrative hearings, intergovernmental matters including interlocal agreements, joint-use agreements, legal compliance and risk avoidance; she also handled procurement matters and bid protest issues, and worked with the Office of Civil Rights Compliance when handling personnel matters.
In her real estate practice, she has represented developers before municipal, county and governmental agencies, providing strategic project planning, development of procurement plans and contract documents. Her practice includes commercial leases, real estate closings and foreclosures, preparation of corporate documents and contracting matters.
Ms. Verley’s background in design and project architecture derives from her education and prior work experience in architecture. She has practiced with two different architectural firms and has handled complex construction matters for over twenty years. Prior to her legal career, she practiced architecture for seven years, working with both public and private entities. She developed extensive knowledge and experience in all phases of design and construction from project inception through completion. This included the design and development of residential homes and apartment buildings, and the restoration of Miami-Dade County buildings, where she worked as project manager for Metro Dade County’s Hurricane Andrew Restoration Project.
Ms. Verley received her Juris Doctor from the University of Miami School of Law in 1996 and Bachelor of Architecture from the University of Miami School of Architecture in 1989.
Ms. Verley is licensed to practice law in Florida and is a member of The Florida Bar. She is also admitted in the U.S. District Court for the Southern District of Florida and the U.S. Court of Appeals for the Eleventh Circuit.
