Her experience in healthcare compliance includes representing health care professionals in medical malpractice claims and in hearings before the Oklahoma Medical Board including litigation at the State Office of Administrative Hearings; her practice includes representing issues related to the Stark Law, Anti-Kickback Statute, False Claims Act, and HIPAA. She is certified in Healthcare Compliance by the Health Care Compliance Association (HCCA). Ms. Blackstock’s practice also centers on regulatory matters involving the Occupational Safety and Health (OSH) Act regarding claims concerning workplace safety and healthful conditions; in this area, she represents clients in investigations, citations and claims enforced by the Occupational Safety and Health Administration (OSHA), she handles workplace compliance, risk management, risk reduction, and employee discipline review board matters. She is recognized by Super Lawyers as an Oklahoma Rising Star 2018-2020.
Ms. Blackstock also regularly provides counsel and advice to clients in various industries including developing contracts, personnel practices and employment policies; developing compliance work plans, risk assessment and audit programs; creation and maintenance of HIPAA forms; preparing executive contracts; negotiating separation agreement and other aspects of management-workforce relationships and their commercial impact on clients’ business goals and operational necessities.
Prior to joining QPWB, Ms. Blackstock was an attorney with the Oklahoma Department of Human Services. Previously, she was founder of her law practice in Tulsa, where she represented healthcare entities and family law clients for over seven years.
Ms. Blackstock received her Juris Doctor from the University of Tulsa College of Law in 2010 and double Bachelor of Science in Sociology and News Editorial Journalism from Oklahoma State University in 2007.
She is licensed to practice law in Oklahoma and in the U.S. District Court for the Eastern, Northern and Western Districts of Oklahoma. Ms. Blackstock is Certified in Healthcare Compliance by HCCA.
